Supporting Literacy Through SECC: How State Employees Can Make a Difference

Every fall, Texans come together to make a lasting impact through the State Employee Charitable Campaign (SECC) — an annual workplace giving campaign that allows state employees and retirees to donate to nonprofit charities like Literacy Lubbock. Running from September 1 to October 31, SECC makes it easy to give back through payroll deductions while supporting organizations that strengthen our communities.

What is SECC?
Established by the Texas Legislature in 1993, SECC was designed to provide state employees with a simple, trustworthy way to give. Each participating nonprofit goes through a thorough vetting process to ensure it meets strict eligibility requirements. These include providing essential health and human services, demonstrating transparency, and maintaining low administrative costs — meaning more of every dollar directly supports the cause.
Why SECC Matters to Literacy Lubbock
For over 35 years, Literacy Lubbock has been dedicated to building a more literate and empowered community through programs such as GED preparation, ESL (English as a Second Language), and Adult Basic Education. Contributions through SECC help us provide materials, tutors, and support to students who are working hard to achieve their educational goals.
How Donors Make an Impact
When state employees choose Literacy Lubbock during the SECC season, they’re directly:
Helping an ESL student strengthen their English and build confidence.
Supporting an adult learner preparing for the GED to open new career opportunities.
Providing resources for families to build stronger futures through literacy.

Be Part of the MovementÂ
The SECC is more than just a campaign — it’s a movement of Texans coming together to strengthen communities across the state. If you are a state employee, we invite you to consider Literacy Lubbock as part of your SECC giving this season. Together, we can continue to empower learners and create lasting change through the power of literacy.
